It depends on what server you want. If you have a good pc and want to play with your friends, you can get a localhost server and host it on your own pc. It takes some time to set up but just watch a tutorial and your good, you can also use localhost for bungee servers, and it is great if you want to test a new plugin real quick. If you want a public server you should get a shockbyte server, it has good hardware and it is pretty cheap (2.5$/GB) comparing to other hosts. It has tutorials for everything, from setting up your server, to how to get a custom domain or connect via FTP... The control panel they use is very simple and easy to use but I would recommend installing plugins using FileZilla via FTP, they have a tutorial on that.
Some people prefer other hosts but I believe shockbyte is the best for almost everyone, and it has small proxy or small 1-2 GB servers, large servers 10-32GB and it also has a custom ordering feature for people that want a huge server for a big community I believe I answered your question however if someone knows a better host pls say.

Honestly the best way is to host it yourself, because then you're in complete control, however this is obviously pretty expense and you have to know what your doing so in terms of server hosting the best one is probably either mcprohosting, scalacube or apexminecrafthosting. If you looking for a free server then your best bet is probably aternos, server.pro or minehut
I’d say go for mcprohosting, if you want to start off with a free server but not too many plugins and options, just to test out and get a feel for how everything works. Go for server.pro’s free server, it gives 10 plugins and I think 1 or 2 GB, it’s no where near the best but the hosting site is so simple and it’ll get you used to server hosting in no time. Just get a few friends sort out plugins, make a map in a few worlds for kitpvp for example, and if you’re happy with it, you can move it over to mcprohosting. Gl if you’re starting a server. Tbh I think though you should only watch couple tutorials on how to make one and then figure out by yourself once you’ve moved to mcprohosting or whichever one you want to use, how bungee cord works it’s actually quite simple
