This rule has been in place for ages, and there's no reason why you guys should be harassing him for doing his job correctly. If you read the screenshot, it says that you must make an arrangement with a Senior Moderator or above.

In no way does it say that you should just make an appeal anyway without contacting a Senior mod or higher first, and is clearly grounds for denying a blacklist appeal. This should serve as a wake-up call to all of you to please read the rules before trying to tell someone that actually knows the rules that they're wrong.
