The purpose of the cooldown is to regulate the kits for each rank. Higher ranks receive better items, but their cooldown is significantly longer than lower ranks which create a balance towards all players.

How would you go about buying another account something (ranks, keys, upgrades, etc..) there is no option to put a different username down. Would you have to log into that specific account?
