No its not. You would be able to do this because according to the crates, 2 op pickaxes is rarer than 20 million. In the lotto, $1000 is rarer than $100 so you could not trade it.

No Im saying that what ever you get out of a crate can be downgraded for anything less rarer than the item you won I was very clear in the post

So my friend was muted for "Spam" but he did not spam. It was at a funeral. He posted about it. I then proceeded to share the link in chat. I said it 3 times, waiting some times between. Then I get muted for "link spam". Like wth mods.
