I have heard of multiple people having issues connecting to play.invadedlands.net over the past 24 to 48 hours. I would suggest trying to connect to def.skeppylovesflipflops.xyz as this seems to have solved the issue for most people.

Only a select few higher staff have the ability to reboot the server, it will be back online as soon as the issue has been looked into and fixed.

If the water system took them all to the same place that area would then reach the cap. For example the cap on blaze is 60k then if you push a 5th stack to the location to make it 75k then they will start to start to slowly despawn back to 60k

There isn't a way to obtain copies of old maps/ parts of old maps. The only way people have saved their bases is through the use of one of the allowed mods (Schematica) before resets.
