You make my brain hurt. Switcher is good, needs a very tiny nerf, but a five-second cooldown would be way too much. The game isn't supposed to have a ton of underpowered kits so one kit can dominate all of them. Nobody constantly shifts just so they can avoid the stomp. I'm glad people annoy...
