Yes, every time you break a block 5 times you recieve 1 jail credit. You can see the amount of credits you need in your scoreboard

Afaik, Luke definitely has his dms open on discord. Be sure to check your settings on discord to make sure it's not an issue on your end. The most common problem I know off is Discord -> User settings -> content and social -> then you have to enable "Direct messages, allow dms from other server...
