So I bought Emerald Rank on the PVPLands server and I noticed that when I joined an event my priority didn't kick in. Can someone tell me why?

I am making this post because I just wanted to know if someone that was as mature as a 14 year old but under the age of 13, e.g 11, 12, 13 etc. could possibly apply to be a (trial) moderator. Thank you so much for your help!
