People have been permmuted for awhile and some change, become less toxic. Time changes people lol

Several players I know have been perm muted for a while, even after appealing and it getting reduced. They are told since they have already been reduced that they will stay perm muted. I feel as if there should be a way of getting unmuted whether its a certain time waited before having a chance...
