Who is saveup?

It kinda doesn't make any sense to me what's the reason to shut down Skyblock and KitPvP? Let's say the player count was dropping, right? What's the point in shutting them down? Does it help in some kind of way to focus more on Survival? Are they saving money by shutting the other servers down...
