I don't want to give a rating, as basing this off of a number will just make your friend focus on the number, which no one should do.
Anyway, I will start off by saying that the art style is very cute, the proportions are all there for a chibi. The pose is great and not a standard stand, so props to her!
However, my only gripe are the colours and shading.
The colours are very saturated, and upon loading the image up it did hurt my eyes a little. I know they're meant to give off a glowing effect, but when so many things glow so bright, your eyes can't rest/focus properly. Another thing I notice is it looks like she might be shading with black- I recommend not doing that as it makes the shadows a lot darker than need be.
I wanna end this by saying again, it's very cute, and well proportioned! My aim here is to help her improve, not to hate, bc I genuinely feel like she'll go far if she keeps at it. <3
