How to host events?

Hey, I've tried to search for other comments who asked this question. But in response they get: ''You need perms for it''. My question is: How do you get these perms to host an event?

I believe crates give an item that allows to host an event. Or if you are extremely lucky and a lot of people are asking for it, a mod miiiight host an event.
