no thats not how it works you have to check both checkboxes while purchasing it , the terms of service and understanding thing or whatever, THEN your lead to a paypal page which shows the cost of your purchase and THEN you enter you details, you cant accidentally buy something
 
you have to go to purchase support and submit a request and they probs won’t do it but if they did you would have to wait till next reset or they do it and wipe all ur stuff
