The servers aren't rented from Xenon Services. Xenon Services is not a hosting provider. In regards to the clearing floor items, it's done to help improve players fps, not server performance.

Also removing the ground items will clear up ram for the player and remove entities needed to be rendered so more fps

They use OVH dedicated servers. The amount of RAM is dependant on which package they utilised. For example with dedis they work the same as VPS's, you can decide how much GB you would like on each screen, more known as servers. The majority of their plugins are custom therefore they wouldn't need to much ram, in some cases putting more ram than needed can cause the network to lag.
