2) not bannable... nothing can be done

Network rules state:

Scamming in-game items/money for promises of ranks/keys/etc. are allowed. If you were scammed and you suffered a real-life financial loss, then you may report the player with sufficient evidence.

So if you lost in game item when they didn’t keep the irl deal then it’s unpunishible.
However if it’s the other way around, ie. you paid irl money but they scammed you of in game item, then you may report the player and possibly result in a ban.

as far as I'm concerned that's not bannable, although it would be nice if it would be punishable in a way, not like a long ban but more of a short punishment.
