Anvils not working correctly?

I was playing survival and I was trying to combine my pickaxes on an anvil, but it kept saying it was too expensive. However, for a split second, it would say the cost was 21 when I had something around 120 levels. Even then it would still take my levels away from me, but then when I killed a mob I would go back to 120 levels again! Someone, please help! Here is a video for an explanation.

i’m pretty sure that’s not a bug, but something implemented to prevent people from getting super op tools and stuff.
