Permed?

I've been playing kitpvp for 2 and a half years and I still haven't figured out what it means when someone says "Permed"

Like i'm just playing kitpvp having some fun, I kill this god rank with my kit pvp and he's like "FitzyPvP Permed"

I'm guessing it means he's gonna target me, but i'm just making sure.
