IRL scamming is bannable but not in-game. So that is whay this is about...
I believe he's referring to the various ways players can rig their island to trick other players into buying sticks from them for large sums of money. In this case, there's no reason it should be against the rules. While it's pretty annoying that so many players do this, it is very easy to avoid being scammed with a little bit of common sense. It's a lot easier to avoid scams on your own than it would be for staff to moderate the extraneous number of scam methods on the server.
 
Not really an easy question. It should, but how do you demonstrate someone is scamming? Plus, imagine the sheer number of reports mods and admins would have to handle.

There is no unfair advantage when people scam, if you fall for a scam it’s completely your fault. Therefore it shouldn’t be punishable. But, IRL scams are another level of scum and should be punished.
