why can i only read builder applications?

I believe that some things like previous experience and private stuff that are needed for applying are meant to be kept private...

As TH3FTX said, it’s for privacy reasons because a lot more personal questions are asked in becoming a staff member. However, in builder applications they do not ask for these same questions. I also believe they allow them to be seen by the public for input.

they keep them private to avoid anyone getting made fun of, or called out, directly on the forums.

Supposedly so people wouldn't copy is one of the reasons as well.

@Zelkam does that for us but blocks out the names. But things like ban appeals, staff apps, reports and purchase support are private between the party of IL and the player(s)

Well, staff in build apps want to see only builds, however, in staff apps want to see the effort you made in your application.
If they make staff applications public a lot of people would copy other apps.
