Adding on to what V_A_M said, it's similar to an ip ban besides from the fact that you dont get unbanned on the unban alls, it requires more digging into than just a regular ban appeal and tends to be for more severe actions eg chargeback. you have to go into blacklist appeal if you want to appeal

you can kind of think of it like your networks number. it’s specific to where you are and what network u use, so everyone in ur house, or others who use ur ip will be not allowed to play on the server

you get banned for things like hacking, ip bans are more severe. things like ban evading, chargeback, ddos threats, etc.
Blacklist is basically an IP ban, IP bans mean you can't log onto any alts on the same computer that the account was blacklisted on and any account that attempts logging in on the computer you were blacklisted on will also get blacklisted. You also cannot buy an unban for this.
Ban evading i believe is a reason, chargeback. Potentially DDOS or DOX threats.

I've never seen anyone get blacklisted for hacks. You normally just get permanently banned but ban evading can lead to a blacklist as well as chargeback and the other stuff people have said.

ban evading is using an alt to play on the server while the other is banned
ban evading is when ur banned so u log on with an alt to evade ur ban
chargeback is when u buy something then u refund it

A blacklist is an IP-Ban. You can get yourself blacklisted by: Leaking someones private info, DDOS/DOX Threats, Cheating on alts, using a VPN, chargeback + more obviously.
Ban evading is logging onto alts while banned on another account. Chargeback is pretty self explanatory, it's charging back. Like if someone with a rank decides they don't want the rank anymore and they chargeback to get their money back, they will be blacklisted.
