Yes they're allowed, just keep in mind that in game scamming is allowed so if you do an IRL deal, make sure the person doing the IRL part goes first.
And I was told $1 IRL = $20k in game so that's normally what I go by but $10-$15k per $1 IRL seems okay too. It really depends.

Yes, IRL deals are allowed. You must make sure the IRL payer goes first because you don't want to get scammed of your in-game money. It is against the rules to scam the player paying with ILR money though, so don't do that.
