Nah, technically Zelk isn't breaking any rules, because I don't think there's a rule saying that managers mustn't grief the server near reset, while if I started hacking and duping I'd be breaking rules.
No but seriously, if they removed all rules about cheats near reset, then people would probably keep cheating after the reset or learn dupes and that'd not be good. Instead managers hopefully know not to grief the map at the beginning of a season.
