I'm pretty new (2 days old xd) and I was welcomed beautifully by the whole community. Even in KitPvp, probably the most toxic gamemode in Minecraft history, if you're nice to the players, they're nice to you. It's just common sense and good manners to be nice to someone if they're nice to you.
Maybe the situations you've seen, the new player has either been:
- Annoying // Spamming
- Toxic towards the other players
- Begging
- Forcing spam (This happens so much)
But in other cases, where none of them occur the community is pretty chill. Obviously there will still be the few toxic people, there's always some in every community, no matter what you do.
There's a lot of inside jokes within communities (Like this one) that most players wouldn't understand. For example, the "shut up" spam that happens on a lot of posts is probably an inside joke we don't know about, or we're all neutral to the atmosphere of it because we've seen it so much.
Personally, if somebody new joined the server, I'd greet them because we were all that player once, and a lot of players want that welcoming to feel welcome (That wording was atrocious but you know what I mean) which is why, we have the Welcomes section on the forums, where everyone greets everyone, and same for absences. It all depends on who's online at the time.

@casey's tutorial island, where she very kindly built a "tutorial" for new players.
Just my thoughts
TL;DR: Not the whole community is toxic.
