dunno about VPN blocker. However neon is already working on the anticheat I think. And staff are doing their best to get rid of the cheaters as much as possible

There already is a VPN blocker, however, it may need an upgrade as we can see. I've had to be granted VPN role by one of the managers as I use a ping reduction service (I normally get 300) as I couldn't join with it because of VPN's not being allowed.
