It depends on the spawner, for most passive mob spawners (which i assume is what you're talking) you need to place grass near the spawner for it to spawn the mob.

hes talking about a chicken spawner, he has grass and light but for some reason it still isn’t spawning, i tried breaking and replacing to possibly fix it but it didn’t work.

when i had a chicken spawner on my old island they didn't spawn, i mean they did but it wasn't consistant, like 1 chicken spawned in days

I would move it and maybe do it somewhere else, the Y level doesnt matter, just place grass and the spawner and no spawners in the immediate area, i dont know where you have placed it but maybe the chickens spawn under (if poisible) the platform? You could look for the stack somewhere else in the area
