Blacklisted users' claims

Just wanted to ask a question to you all: if a user is blacklisted, should their claim be unclaimed?

At the moment I'm a little sure that it's not a feature but should it become one?

if you havent logged in 90 days it gets removed so you got 90 days for your appeal to get accepted before they remove you claim
