In that case, it depends on your rank. Nons-mvp I would say should queue as soon as possible to get in fastest. Pro+ will most likely get in within the first hour or so regardless of when they queue

Fun fact: The last kitpvp reset it took me 3 hours to get in and i was Mvp

last reset i was pro rank, it took about 2-3 hours to get in i believe
