mod application question

I have a question about becoming a mod. In the requirements to be a staff member it says "You must have had previous staff experience how do I get previous staff experience if I cant get mod on a server because they say the same thing

There are lots of great servers that don’t actually require staff experience! Just a good work ethic, so if you have that I think you’ll be just fine
I’d recommend RazeEmpire as a start, and then you can work your way up ?

this got me thinking why invaded has such high requirements considering they barely get 100 players a day? they're a pretty small server now.
