Is it against the rules to have dogs and use them to attack someone while they cant fight back at all? ive seen 2 people now use dogs and a bow and shoot someone who doesnt have pvp on and then the dogs will chase them and kill them its really annoying because you cant find back because the dogs are claimed and it just seems very unfair.

Oh wow, thats the same person who I've successfully reported in the past. Huh, multiple offenses of bug abuse... yeah, I suggest heading to the player reports forum and doing a report.
