Mods can punish the claim blocker but only admins or higher can actually remove the claim. Moderators have likely already done all they can do and are waiting for a higher-up to do it; said higher-ups are usually busy so it can take up to a week (in my experience) for the situation to be fully resolved. If it goes on longer than that, I would start a forums conversation with a staff member and — politely — ask for an update.

How would you know? You can't see punishments, and seeing a player online isn't indicative of anything because you don't know the punishment lengths.
