Sadly, you're not able to report them due to the fact that scamming* is permitted. However, as Osher already stated, when you're working with an IRL Deal, the one that buys the Ranks/Keys should always go first.

*This is because you cannot scam someone if either you or they paid IRL-Funds first. Doing so would result in a punishment.
