What qualifies as griefing??

Alright so I made a ticket about someone who destroyed my house, and they said they couldn't do anything since it was unclaimed. So does this just mean that unclaimed builds are free game?
They also said that even if it was claimed, they'd have to be trusted to grief and that they couldn't punish them if they were trusted.
So what makes something griefing vs. not griefing? If you can't be punished for griefing an unclaimed build, and you can't be punished for griefing in a claim that you're trusted in, what can you be punished for when it comes to griefing??

Anything unclaimed that is not near another claim is not considered griefing as it does not damage the claim. As an example if you find an unclaimed house, with no claims nearby you are free to claim it or destroy it, whatever you want to do as it is not claimed. Players trusted in your claim destroying it in any way is not griefing as it is your responsibility to only /trust players you actually trust. If you do not trust them but they are helping you, be sure to untrust them before you leave.

The most common cases of griefing happen around other players claims. Including but not limited to: making lavacasts around claims, building large obsidian walls or claiming around another players claim, effectively boxing in their claim.

This is what is stated in the rules:

If you have any questions about specific situations feel free to ask a staff member :)

Edit: Throwing items into hoppers with the intent of clogging them/clogging autocrafters connected to the hoppers is also considered claim griefing.
