I was wanting to gift /fly to a friend but he has about 20 days until he can change his username to what he had back because of a reset to his mc account. If I do gift him does /fly go to the new name or purchase it again?

Servers always know a player by their UUID (which never changes), not their name, so a name change never results in the loss of products or items like that. Just gift it to his current username.
