You must have joined on an alt.
Evading means you joined on an account connected to the same ip as the one banned.

Cheating is self explanatory and if it was reduced then you admitted to cheating,

P.S: (evading is a blacklist so if you appeal, make sure it's in blacklist appeals.)

I already appealed for a ban and it was accepted. But 3 hours before I was unbanned I was permanatly banned

Create a new appeal explaining the situation.
I will check your punishment history when I am home and see what changed for your ban, however if you did join on any alts and was blacklisted, then create a blacklist appeal and wait for higher staff to review it.
