Are you sure he doesn't just have fly perms or is that the PvP zone or something.

you cannot hit ppl in wild and you shouldnt be able to fly in pvp zone soo i think his dog ate his internet cable and thats how he can fly

Might have fly perms. Could also be hes fly hacking because sometimes the anticheat is bad. And for the tp trapping nothing can be done : P its not bannable.
