Who is the leader?

So we all know that skeppy is the only person with owner rank and he is the leader of this server

Although from what i have seen he pretty much does nothing, he doesn't manage his team or actually make implements to the server , he pretty much just pays the staff to keep the server alive for his content

And the thing is staff discourage spamming and people spamming skeppy or stuff like that (you know what i mean) but everytime his videos come out he trolls the people who spam constantly which is basically just worsening the situation

Which brings me back to the question,
Who leads the server?
