Yes, but the more actions or informations sent to a server, the more lag there is. If the server has to hold the information for inventory data and things of 200 players, load opened chests and storage blocks, answer commands, register actions, etc, it lags; on the hub, it just has to register the few items in the inventory, the three NPCs, the position in queue, and little more, and that's a lot less stress.
No. All those actions are in the ram. Ram holds the information of each player thats why zelkam can barely hold 100 players in a 5 dollar server. Hypixel has been getting 90k player and the CPU load was only at 9%

That's true, and that's why they can't increase player slots in the actual server but they can in Hub.
 
They already upgraded the servers, but to keep a smoother gameplay they need to lift the weight from the server itself and put it on the hub, where lagspikes aren't really important and where players aren't sending a lot of packets.
