Are Cats Glitched?

My cats won't tp to me, and when I click them to make them sit it doesn't work and I have to leave and rejoin in order for it to be seated.

Did you use a spawn egg? If so it must be shot out of a dispenser for the cat to be a moving entity, if not it is a frozen entity.
