I wouldn’t try to kill them, as you could get banned. If you do get banned from killing them, then you can make a ban appeal. I would do it at your own risk.

Yes, I believe Bruva said this was bannable as it boosts kills which is a punishable offense.

If you are to kill the same player(s) over and over again and they aren't fighting back (since they're going for top deaths) then yes, this is considered kill boosting for both the person killing and the person jumping down without armour.
