A ban is where you are banned on that one Minecraft account, a blacklist is where the IP surrounding your Minecraft account gets "Blacklisted", meaning that nobody with that same IP can join, so nobody in your house, or any other MC accounts that you own
Bans are a way to prevent an account from accessing the server for a set amount of time or permanently.
Blacklists are a way to prevent a IP address from accessing the server permanently, Blacklists pretty much automatically ban any account you have logged in to.
