blacklist appeals typically take around 3 weeks to 3 months (there have been higher and lower waiting periods).

I'm pretty sure I won't be, I logged on 12 hours ago realizing I got chargedback and I was demoted to Titan rank, but I'm not blacklisted until now. I heard that there are exceptions in blacklisting chargedbacked accounts, maybe I'm one of the exceptions. Also with everyone knowing who chargedback me, my chance of getting blacklisted is pretty much zero.
