Thing is, people build one thing and apply with it and expect to be accepted.
Doesn't matter if that one or two builds are trash or amazing, you can't show a portfolio of 2 builds and expect to join a big server's build team.
Honestly I wouldn't apply without getting at least 7ish builds to prove my building skills.

I mean yea
 
Most apps are low effort with mediocre builds. Some people may see builder as an easier alternative to mod. Apps that have not been tended to for longer periods are most likely promising.

I mean considering invaded has a high standard for builders of course there will be a lot of denials.
