I was a part of the council and trust me there was a lot of work done behind the scenes, when a suggestion gets accepted we escalate it and do a vote on it and then send it to staff who send to the Dev, we did listen and do our best ?
Can't you just IP Mute, rather than just banning mute evaders?

don't tag administrators
talking in chat with an alt isnt the only way you can mute evade
No because they are evading a punishment
they should make a seperate rule for mute evading on an alt
