you need grass to let cows spawn

Place a Cow Spawner (or any other Passive Mob Spawner, such as Chicken, Pig, etc.) on top of a floor of grass, as they only spawn on top of that block. Also make sure that the environment around the spawner is Light Level 7+, as below that the Spawner won't spawn cows in the dark areas.
