enchantments messed up?

so, today i decided to upgrade my armour, i tried, but the enchantments were way different from, what it said also enchants were way under powered with some just being protection 3! after about 4 attempts from each piece, i've gotten a few decent enchantments, on two pieces of armour.
i tried to fuse these together in an anvil, but no matter what, it says TO EXPENSIVE can anyone explain why?

i could be wrong but i think that they made the thing with the enchantments on purpose cuz if i remember correctly it says "sharpness 1?". i think they meant it for u to take a chance on the enchantment cuz it has a question mark at the end. And if you have too many enchantments on one piece and u try forging it with another it will say too expensive. again i could be wrong you should prob ask a staff member
