So I'm curious about going to the top of the nether since it's nice and flat, great for building, and people generally don't consider it out of bounds generally. I want to get in contact with a mod since I wasn't able to get a direct answer from a post I made on survival forums and yeah thats all.

go to the discord server, https://discord.gg/Emx6wv ask a mod in chat, wait a couple of minutes or hours, and if they don't respond there, dm one of them, i recommend dming hyperflames
