I had the same problem several months back, and I just waited till the next day and my skin loaded.

Im meant to be wearing this steve skin, but for some reason, it shows that Im wearing my previous skin (dark one), help?

I think your best option is to changing your skin in the launcher. Thats the easiest way to change your skin rather than using /skin which you wouldn't be able to do on other servers.
