How do I set /is warps and do I need a rank to do it? Also, how do I name them and how many can I set per island?

Place a sign that says [Welcome] you don't need a rank to do so. You can only set 1 warp.
Will it automatically be /is warp IcyHotHead or will it be the name of the island leader (I share an island with my friend)

You also need I think 10 or 15 island levels to set a warp
