this is called an inference. It's when you read something or listen to someone and it's when someone doesn't outright say something, but it's clear that it's what they believe/are thinking. When you said this, it can be read that you think anyone under the age of 13 cannot talk about being mature. It can be inferred that you think younger people are less mature by nature, and while this is true in most cases, you proceeded to back the rest of your argument over it.
