I have seen people change their skins in skeppy events(youtube) and i would like to know how if i get in future events. is there like a website where i can change my skin? i don't get it.

How do i change my skin on skeppy events.
I also wonder how i get custom capes, if those some people use are custom.
You can change it on minecraft.net or maybe if you're using MultiMC launcher then you can change on it.
For capes, there is two types.
Global capes, that are from Minecraft directly. Some are winnable from Bedrock events like this week (ended like a few hours ago), others from IRL events (Minecon, they dont do it anymore), others from Mob Votes, other from buying Minecraft in a certain moment in 2022. Theses are definitive and shown for everyone.
Modded ones, like thoses on Lunar Client (i don't think there is free ones but i don't really know), OptiFine (10$). Modded ones are client side modifications of Minecraft that only you and others people with the same mod will see.

Yeah huh I just remembered you can also do with the Minecraft Launcher (selecting Minecraft: Java Edition then Skins then New skin then import your skin.
To download Skins you have The Skindex or NameMC, or many others.
